PEO Pricing, Decoded: The Four Fees Nobody Explains
A PEO quote looks simple on the surface: one bundled rate that covers workers’ comp, payroll taxes, benefits, and HR administration. That simplicity is exactly the problem. Bundling hides where your money actually goes, and it is where most businesses quietly overpay for years.
The Fees Hiding Inside a PEO Bundle
When you break a PEO proposal apart, you find several distinct charges wearing one price tag:
- The administrative fee. Charged either as a percentage of payroll or a flat per-employee-per-month rate. A percentage-of-payroll fee quietly grows every time you give a raise, even though the PEO’s work didn’t change.
- The workers’ comp charge. Built on a rate the PEO negotiated with its carrier, plus a margin. You rarely see the underlying rate, only the marked-up number.
- SUTA and FUTA handling. How unemployment tax is calculated and passed through varies widely, and a poorly structured arrangement can cost you thousands.
- The benefits load. The markup on health and ancillary benefits, often invisible unless you ask for it line by line.
If you can’t see the four numbers inside a PEO price, you can’t tell whether you’re getting a good deal. Bundling isn’t a convenience. It’s a negotiating advantage, and it belongs to the PEO.
Why the Percentage-of-Payroll Trap Matters
Say your PEO charges a 3% administrative fee on a $2 million payroll. That is $60,000 a year. Grow payroll to $3 million and the same administrative work now costs you $90,000, an extra $30,000 for zero additional service. A flat per-employee fee would have held roughly steady. Businesses almost never renegotiate this, because it’s buried in the bundle and nobody flags it.
How to Actually Evaluate a PEO Quote
Ask for the fee structure unbundled
A reputable PEO will show you the admin fee, the comp rate, the tax handling, and the benefits load separately. If they won’t, that itself is information.
Benchmark each component
Your admin fee, your comp rate, and your benefits load each have a market range. The only way to know if yours are competitive is to compare them against what similar businesses in your class and size are actually paying, which requires seeing real market data, not the PEO’s word.
Model your growth
Run the numbers at your current payroll and at where you expect to be in two years. A quote that looks fine today can become expensive as you grow if the fees scale the wrong way.
Where Tarsus Risk Comes In
This is the exact work we do, and we do it on a simple arrangement: if we don’t save you money, you don’t pay us. We take your existing or proposed PEO deal apart, benchmark every component against the market, and negotiate the pieces that are out of line. Our fee comes out of the savings we create, which means our incentive is pointed at the same target as yours.
